North Kitsap Family Practice & Urgent Care was started in 1992 to provide care for the residents of the North Kitsap area. Thanks to our supportive patients, we have been able to grow our practice to 6 providers and are open 7 days a week for walk in patients.

Robert Bethel DO
Dr. Bethel has been with us since the clinic opened in 1992. Prior to that he practiced on the N Kitsap Medical Center campus for 20 years. He additionally served in the position of Chief of the Department of Family Practice at Harrison Medical Center. Dr Bethel is board certified in Family Medicine and is accepting new patients.
James Van PA-C
Mr Van has worked on the N Kitsap Medical Center campus as a physician assistant since 1974 and has been with our clinic since it began. Mr Van graduated from the University of Washington Physician Assistant Program and joined the faculty of the School of Medicine at the University of Hawaii, instructing medicine in Micronesia prior to coming to Poulsbo to practice. He is also a board certified Physician's Assistant and presently staffs the Urgent Care Monday through Thursdays.
Rachel McElvain PA-C
Ms McElvain began working here July 13th 2009. She received her Masters of Physician Assistant Studies degree at Loma Linda University and is a certified Physician Assistant. She specializes in chronic disease management, women's healthcare and pediatrics.
Donald Novey MD
Dr. Novey began practicing here August 2010. He is a graduate of the University of Illinois College of Medicine. Dr. Novey is a board-certified family physician with a special interest in natural medicine, along with dermatology, health screening, prevention of illness, women’s and men’s health issues, long term management of illness, and herbs and supplements. He is accepting new patients and likes to help people of all ages, cultures and problems.
Laura Starkey, PA-C,
Laura is a board certified physician assistant who joined the practice October 2013. Ms Starkey received her Master of Science in Physician Assistant Studies at Wayne State University in Detroit, Michigan. She has a special interest in the prevention of illness and women's health and is accepting new patients.
